Pleioblastus Variegatus 'Tsuboii'.  Dwarf White-Striped Bamboo.

Pleioblastus Variegatus 'Tsuboii', also known as Dwarf White-Striped Bamboo is a very pretty evergreen bamboo with slender pale green canes and narrow, mid-green and white variegated leaves. A dwarf variety and slow growing it's eventual height and spread after 10 years may only be around 1m tall and 1.5m wide. This attractive bamboo is great for low maintenance ground cover.
